Summary
A road transport incident involved the uppermost of five stacked empty skips being blown onto the road, without injury or vehicle damage. The investigation identified likely causes involving stacking height, increasing winds and inadequate securing. The flash also notes that transport resumed in much the same manner with an extra strop.
